Abstract
In the absence of a clear-cut policy on integration and the failure of individual integration as a solution to the needs of the mass immigration of Holocaust survivors, it seemed that the Histadrut’s main strength lay in the field of local affairs. On this level, the Histadrut operated directly as an immigration integrating body, and it was on the local level too that character of its activity was determined towards the Holocaust survivors as mass immigrants: local ad hoc treatment of problems, and attempts at solving them. On the local level, too, the Histadrut’s range of activity was determined: employment, loans, housing, health services, social and professional services, and directing the immigrants to various forms of settlement.
