Abstract

It is the application of law which distinguishes civilisation from anarchy. Thus a study of the European Community and Union should probably start from a detailed examination of its legal base. The Community and Union are unique — there has never been a national or international system like it — and are based on a new, autonomous and uniform body of law that is separate from national law. This body of law also transcends national law and is applied directly in all member states.
