Abstract

Each of the aspects of quality assurance considered in Chapters 5 to 7 generates requirements for monitoring and evaluation. Measures to monitor and evaluate the quality of services contribute significantly to processes of quality assurance. Monitoring and evaluation do not in themselves guarantee to affect quality at all. They need to be linked with policy, or management, or practice, or all of these, in order for the claim of quality enhancement to be possible.
