Abstract
In most other labour-exporting territories it was the effort to muster more wage labourers internally that provoked Africans to cross territorial boundaries to work. However in Botswana there was so little internal development and waged employment that taxes compelling Africans into the wage economy were intended to force them outside. Colonial administration consisted primarily of labour-export administration, with virtually no consideration given to internal development, thus little demand developed internally for its labour supply.
