Abstract

The last three years of the García government saw a notable increase in the threshold of violence, which the government, the police, the military and even the formally constituted political parties were illequipped to detain. Violence was both political and social, afflicting all parts of the country both urban and rural, and creating a climate of fear not just among the wealthy and the middle class, but also among wide sectors of the poor.
