Abstract

‘My list of rights and wrongs are not just middle-class values — they are classless values.... They are not just Conservative values — they are universal values.... They are not just traditional values — they are essential values for any civilised society’. In these terms, in a speech on 8 November 1988, Education Secretary Kenneth Baker made his case for claiming that there are moral principles and values that are right for all places, all people and all societies at all times.
