This is a study of the main characteristics of the Chinese labour system. Data for this inquiry were drawn from collections of internal documents and from articles in specialized Chinese journals about the reform of the labour system in the 1980s.1 My aim is to explain how that reform has failed. I believe that this explanation has a wider significance which I will try to describe in this introduction: it identifies some causes of the irreversible decay of communist states. This irreversibility seems as obvious today as the inevitability of their dramatic rise, increase in power, multi-plication and expansion seemed obvious during the greater part of the twentieth century.
