Abstract
Being to some extent responsible for initiating this discussion, it seems only right that I should begin by explaining the reason.
This was my contribution to a conference on this subject held under the auspices of the Stockholm International Peace Research Institute (SIPRI) in Stockholm in 1987 and published in Carl G. Jacobsen (ed.), The Soviet defence enigma. (Oxford: OUP, 1987). The Soviets have repeatedly admitted that the real figures for defence expenditures have been concealed, and promised to publish these shortly, justifying the delay by the distortion engendered by pricing. Gorbachev said this too, in his Guildhall speech in London in April 1989, and has now given a figure; 77 billion roubles plus military space. Some consider that the real figure is higher. There has also been a lively and open controversy in Soviet periodicals concerning the level of hidden inflation.
