The International Scene and the Way Forward

Abstract

European collaborative space efforts, as well as the individual national space programmes, needed to be judged not only on their own merits but also against what was happening in other countries. From the early 1960s Europe had been running a distant third in the space race, well behind the US and Soviet Union, with many Europeans totally unaware even of the existence of a European space programme.
