Abstract
With the possible exception of varying interpretations and analyses of ‘regional inequality’, no single Soviet locational principle has generated as much debate in Western Sovietology as the suggestion that territorial units should specialise in the production of goods in which they are most efficient while simultaneously striving to achieve a planned balance between ‘regional specialisation and complex development’.
