Abstract

After examining the important role of the foreign sector in the pre-1914 economy, we trace its destruction during the first world war, the revolution and civil war and then describe the unsuccessful foreign struggle to restore trade during NEP.1 As NEP proceeded, it became clear that the role and conduct of foreign trade would differ radically from its pre-1914 model.
