A European SACEUR?

Abstract

The NATO command structure is in many ways a microcosm of the problems of transatlantic and inter-European defence cooperation in the Alliance. The complex interrelations among sovereign states which are nevertheless dependent on each other for their collective defence are mirrored in a command system which seeks to respect national prerogatives and competing interests whilst creating a mechanism for effective military coordination in war and peacetime.
