Abstract

To many ‘Europeans’ the CAP is, in the words of the Commission, “a cornerstone of the European construction”. To many Britons it seems more like a ‘millstone’: a burden of expenditure and administrative complexity which is gradually drowning the ideals of a Community of Europe.
