Abstract
THE MOST commonly used measures of industrial performance — growth, employment, balance of trade, investment, price stability, profitability et cetera — when applied to the clothing sector of most OECD countries, invariably show a record of marked decline in recent years. This record is not uniform. It varies widely from country to country, among branches and firms and from period to period. Nevertheless, the aggregate measures are indeed sobering.
