Telecommunications, Transfer of Technology and the Third World

Abstract

Progress in telecommunications technology is opening up new prospects in international relations. It presents an unprecedented challenge to States to find a normative equitable framework. Observers are in agreement in recognizing that the acceleration of innovation in the field of telecommunications creates considerable opportunities but it is difficult, at present, to foresee their economic and social nature and consequences.
