Abstract
The Office of Telecommunications (OFTEL) was established by the Telecommunications Act 1984 (the Act) as an independent regulatory body with responsibility for monitoring and enforcement of licences for the operation of public telecommunication systems. Licences were granted by the Secretary of State for Trade and Industry to British Telecommunications pic (BT), Kingston-upon-Hull City Council and Mercury Communications Ltd to be public telecommunications operators (PTOs). Where appropriate, OFTEL can initiate modification of the licences of PTOs.
