The Role of the IAEA
The present state of the international non-proliferation system can best be evaluated by first examining its three major foundations, the IAEA, the NPT and, at the regional level, the Treaty for the Prohibition of Nuclear Weapons in Latin America. One might also regard the Moscow Partial Test Ban Treaty of 1963 as an element in this system, for a near universal and comprehensive ban on nuclear tests in all environments would certainly merit inclusion in it.
