Structure and Top Management

Management takes place within a framework, a structure which takes a number of forms. There is, first, the formal framework, exemplified in the organisation chart and its attendant rules, regulations and control systems which are themselves the result of negotiations. Then there is the structure that is the result of a further process of negotiation and bargaining which in practice, if not on paper, modifies what is formally laid down. These two structures interact and are influenced by what their members assume them to be, which may be different from what actually exists.1
