In this book we examine some of the important issues of theory and policy in the economics of public utility regulation. Our aim is to employ economic theory to provide an analytical basis for policy evaluation. In this chapter we start by examining briefly the nature of public utility economics and regulation and sketching the contents of the rest of the book.
