Abstract

This chapter is the first of three which are devoted to the exploration of two major questions. The first question deals with how decisions are made by individuals when choosing forms of employment either alternative to or in addition to their normal full-time, year-round job. From this perspective the analysis is about the decision-making process between work and leisure that is made from below by the Soviet household. We are looking at the individual through a microscope. The second question in a real sense represents the flip side of the first. It is an explanation of policy-making at the apex of the Soviet system. Here we look through a telescope to find the kinds of policies that are being pursued to deal with the seemingly insoluble labour shortage facing the nation.
