Abstract
The Second Reading debate in the Commons1 might well have further encouraged Bevins to believe that he would have a relatively easy, bipartisan passage for his Bill. Apart from his announcement of his intention to introduce an amendment to Clause 7, changing the basis for assessment of the ‘additional payments’, it was an unmemorable occasion. The change from a levy on profits to one on gross advertising income apparently came as a surprise. Neither Fred Willey, leading for the Labour opposition, nor Jeremy Thorpe for the Liberals, seem to have been properly briefed and had to be corrected on their factual assumptions.
