Abstract
The period 1917–40 not only covered the formative years of the Soviet economic system but also saw the establishment of the basic structure of its R&D system. In particular, the hectic years of the First Five Year Plan saw the formation of R&D organisations serving all branches of industry and by the middle of the 1930s the investment of resources in such activities was substantial even in comparison with the more industrially developed countries.
