Notes on non-discrimination

  • Donald MacDougall

Abstract

In the Bulletin for August 1947, Sir Hubert Henderson expresses doubts ‘whether plans based on non-discrimination as the key principle (italics mine) are likely, in the conditions left behind by a second major war, to secure a large volume of international trade.’ He contends that ‘with large scale disequilibria in the international balance of payments to be corrected, insistence on nondiscrimination (italics mine) is likely to prove a contractionist influence of great potency’.
