Abstract
It is still less than twenty years since the Treaty of Rome was signed. Its authors laid down as the aim of the Community the establishment of a common market and the approximation of the economic policies of the member States. The Heads of State, in the last paragraph of the report on the 1972 European Summit Conference, spoke of the main objective of transforming the whole complex of the relations of the member States into a European Union before the end of the present decade and of the common will of the Nine to build quickly the structure of a political Europe.
