The world in which nine European nations are establishing their union does not allow them to opt out of the tensions and conflicts existing between East and West, North and South. The thirteen British colonies that became the United States could do so: once their existence had been accepted, their foreign policy could simply be to keep aloof from all others, and avoid entangling alliances.
