The 1946 Control Agreement

Abstract

The main struggle in the Allied Council in 1946 was over a new Control Agreement between the four occupying Powers. The issue at stake was whether the Austrian government and parliament were to conduct the country’s affairs in a normal way, or whether they were to be the servants of the occupying powers, acting collectively or singly.
