The rationale behind EU civil society policy considers civil society organizations in Turkey as agents of their countries’ accession process. Consequently, the EU has been endeavouring to trigger reforms to introduce a more enabling legal and institutional structure for these actors, while at the same time providing various financial, technical and political instruments.
