Abstract

Human enterprise in this new millennium will focus on the development of a spacefaring civilization! The 21st century will expand space commerce and industrialization, with consequent space settlement, starting with the Moon. Such progress will be feasible because of increasing collaboration among nations and organizations in space exploration and development. The very complexity and scope of undertakings beyond Earth necessitate such an approach. The late U.S. Senator Matsunaga from Hawaii realized this when he observed:

“At a certain point, anything other than international exploration of the cosmos from our tiny planet will cease to make any sense at all ... we must develop policies that respond to the unfolding realities of the Space Age, that move out to meet it on its own uniquely promising terms. Without such policies, earthbound civilization can only wind up recoiling upon itself [1].
