Abstract

During the 1990s, under the impetus of standards-based reform, many states established performance standards for their students in selected grades and subjects. Under the most recent reauthorization of the Elementary and Secondary Education Act (ESEA), the No Child Left Behind Act of 2001 (NCLB), all states are required to set such standards in reading and mathematics for grades 3-8 as well as in at least one grade in high school.
