Abstract
Malaysia recorded its first case of HIV in 1985 and responded immediately by forming an InterMinisterial Committee on HIV/AIDS, aided by a Technical Committee and a National Coordinating Committee on HIV/AIDS. Since then, largely through mandatory testing of drug users in rehabilitation centers, prisoners, and blood donors, the number of infections reported to the Ministry of Health (MoH) has risen steadily. (All confirmed cases are reported to the MoH) In 2002, 6,978 new cases of HIV infection were recorded, the highest annual figure ever, bringing a cumulative total of 51,256 cases by the end of December 2002 (Ministry of Health, Malaysia, 2002). These statistics are based on reported cases, not estimates. The MoH, however, estimates that actual numbers are twice the numbers of reported cases. It is not clear how this is derived.
