Abstract
When the Conservatives were elected in 1979 the initial rhetoric was one of deregulation and decentralization. In practice the next eighteen years saw a host of interventions aimed at local government that transformed its institutional structures and practices, encouraged initiatives in introducing market forms into public service delivery and facilitated a degree of regulation of local public service providers that surpassed anything that had been previously seen.
