Software Engineering as an organisational challenge

Or: Egomanic programming considered harmful

This position paper argues along two lines. First, Software Engineering today is much more a challenge of organisational and methodogical improvement than a technological one. Second, the growth and direct and indirect importance of software industry needs a much higher level of professionality in running SW development processes.

Modelling and measuring such processes in industry is one focus of institutions like the SEI, analysing strengths and weaknesses in software engineering. This paper refers to a similar European exercise, the BOOTSTRAP project, and lists the advantages of organisational assessments for improving the competitiveness of software industry.
