Abstract

With rapid technological changes, the global marketplace is becoming increasingly competitive. To survive the new millennium, economies need to be versatile and adapt rapidly to the changing environment in this highly interconnected world. The ability to harness the use of information to add value to existing processes is crucial. Singapore, without natural resources, will have to position itself as a preferred hub for the exchange of value-added information and knowledge if it is to carve a niche for itself in the new millennium. This paper focus on the role of science systems in a Knowledge-based economy; the initiatives adopted by the Singapore Government in gearing Singapore towards a Knowledge-based economy; and the challenges faced by the government in measuring the effectiveness of these initiatives
