Abstract
Export Control through Border Monitoring (ECBM) is a challenge for each country, but especially for Newly Independent States (NIS). With the spread of technologies of mass destruction, the monitoring of borders between countries has become the second line of defense against the spread of Weapons of Mass Destruction (WMD), material and technologies for them. Border controls therefore must take into account international attitudes as well as domestic affairs, to preserve the existence of all nations.
