Abstract

This paper describes issues associated with the implementation of a technology mediated performance diagnosis and prescription system. The system called Kompetansenettet, benchmarks individual user competencies against performance standards defined for job-specific or learning area-specific competencies. While Kompetansenettet has been designed as a professional development tool for individuals, it also gives organizations a means of focusing professional development investments in areas likely to provide better value for the organization. The discussion includes an elaboration of a competency-based approach as opposed to a knowledge-based approach.
