Law-Based Government: Normalize Power Execution

Law-based government is the significant symbol of government governance modernization, and also the legal guarantee to normalize government power execution. The Fourth Plenary Session of the 18th Central Committee makes deployment decisions about the building of a law-based government, stresses the legalization of government power and responsibility, improves decision-making system according to the law, reforms law enforcement system and fully makes government affairs public. In order to advance the construction of law-based government on this basis, the government should first deepen administrative approval system reform and eradicate power rent–seeking conditions and opportunities; second promote institutional reform, eradicate the soil breeding power corruption from the root, normalize power execution by legal system and establish valid anti-corruption mechanism; third reinforce power execution supervision and constraint, form anti-corruption punishment and reward mechanism, preventive mechanism and insurance mechanism, and restrict power by institution.
