Abstract

Ever since the Supreme People’s Court made clear in the “August 13” Official Reply in 2001 for protecting citizens’ right to education as endowed by the Constitution, the applicability of the Constitution in judicial judgment has received wide attention from the constitutional community and judicial practice departments.
