Abstract
Dams are subject to decay and as a result they may in time become dangerous. Dam failures are inevitable. Despite technological progress in dam engineering, dams continue to fail. For example, the period 1946 to 1955 has on record 12 major failures and 2000 new dams constructed, while the period 1956 to 1965 records 24 failures and 2500 new dams (Johnson and Illes, 1976). The cause of this apparent increase in failures is a matter of conjecture.
