The Authority of the State and the Authority of Law
As was pointed out in the Introduction, the modern idea of the state came to dominate political practice, while political theory still maintained the old view of the state derived from absolutism. Theory has not taken account of the change in the relations between rulers and subjects which has gradually come about during the last half century, or at least has not done so adequately.
