Abstract
Definition of the role and responsibilities of the customer and the contractor has been a matter of evolution over the years. The ideas and concepts discussed in this chapter represent a compedium of conclusions reached by many authors, reports, manuals, and papers. A sampling of such documents which have contributed to the ideas expressed in this and the last chapter is contained in a bibliography at the end of Chapter 3.
