Abstract

The United Nations that exists in I970 is quite different from the United Nations conceived in I945. The role, the actions, the responses and, indeed, even the structure of the organization today are very different from that which was envisaged in San Francisco. Many factors and events have altered the original concepts. It is difficult, if not impossible, empirically, to decide which facts, which events, which circumstances or combinations of these resulted in the modification, and the structure, actions, and responses of the organization.
