Abstract
Millions of workers from developing countries migrate overseas each year for temporary, high-wage work. Indians, Pakistanis, and other foreigners constitute the majority of the population in countries like the United Arab Emirates (UAE) and Qatar. These flows have become large enough to consider them as a force shaping global development.
