Abstract

It is commonly recognised that in the international community the EC has assumed a leading role in the definition and adoption of policies and measures aimed at the protection of the environment and in particular at the fight against global warming. It has been mentioned that at the time of writing, according to the latest available data on the level of the European greenhouse gas emission concentrations provided by the European Environment Agency, the compliance by the European Community and the Member States (EU15) with the Kyoto Protocol limitation and reduction commitments is far from being achieved.
