Zusammenfassung

Während des Ost-West-Konflikts konnten die Westeuropäer ihr Konzept von „Europa“ entwickeln, ohne sich Gedanken darüber machen zu müssen, wo die äußeren Grenzen der europäischen Integration am Ende liegen würden (Wallace 1992: 34). Die Europäische Union als westliche Sicherheitsgemeinschaft und europäisches Ordnungsgefüge war in Abgrenzung zu den kommunistischen Regimen in Osteuropa entstanden und der Systemgegensatz setzte zugleich klare Grenzen für die Mitgliedschaft in der Union. Wenn alle Staaten Westeuropas der EU beigetreten sein würden (sofern sie dies wollten), wäre der Erweiterungs- und Integrationsprozess zu einem quasi natürlichen Ende gekommen. Nach dem Ende des Ost-West-Konflikts jedoch, als die EU sich mit den Aufnahmeersuchen einer Reihe von Staaten Mittel- und Osteuropas konfrontiert sah, zeigte sich, dass Übereinstimmung hinsichtlich ihrer (endgültigen) östlichen Grenze nur schwer herstellbar ist und eine klar als „Europa“ definierte kulturelle und geografische Region nicht existiert (Wallace 2002).
