Roma Integration als Beispiel für transnationalen Minderheitenschutz

Zusammenfassung

Das Leitmotiv der „Einheit in Vielfalt“ und der Anspruch, für die Bewahrung von kulturellen Eigenheiten und Traditionen im vereinten Europa einzustehen, werden von der EU schon seit Längerem propagiert – wirklich Einzug in die politische Praxis haben sie aber erst mit den Kopenhagener Kriterien (1993) gefunden. Unter dem Einfluss des Ethnozids in Ex-Jugoslawien und der Hilflosigkeit der Europäischen Union angesichts solcher Vorkommnisse, sollte auch der Schutz ethnischer Minderheiten in den Kriterienkatalog für EU-Mitgliedschaft aufgenommen werden – „Wahrung der Menschenrechte sowie Achtung und Schutz von Minderheiten“ sollten in Zukunft ein politisches Kriterium für die Bewertung der Beitrittsbereitschaft von potentiellen neuen Mitgliedsstaaten bilden.
