Abstract
The Ministry of Mechanical Engineering (MinSredMash), the ministry which designed the dangerous RBMK nuclear power blocks, and the entire Soviet Union, were not prepared for a catastrophe like Chernobyl. (Are others better prepared?) There was no clear plan of emergency action and none of the necessary technical instruments and robots. There was no professionally trained Emergency Team that could quickly localize such large-scale radiation pollution and effectively deal with it.
