Abstract

In Finland, primary health care (PHC) is provided through health centres according to the Primary Health Care Act of 1972. A health centre is administered by a communal health board. The PHC Act emphasized the following principles:

  • coverage of the entire population with no charge for services;

  • integrating a wide variety of services into one comprehensive system; and

  • community involvement in the development of services with close contact between consumers and providers.
