Implementation of, and Planning for, Primary Health Care at the National Level - Information Implications

Abstract
In Finland, primary health care (PHC) is provided through health centres according to the Primary Health Care Act of 1972. A health centre is administered by a communal health board. The PHC Act emphasized the following principles:

coverage of the entire population with no charge for services;

integrating a wide variety of services into one comprehensive system; and
-
community involvement in the development of services with close contact between consumers and providers.
