An Analysis of the Decision-Making Model about the Talents’ Flow in China’s University

Abstract
It is of great significance to carry on the research of the basic principles for talents’ flow and build reasonable mechanisms for the reform and development in higher institutions. Based on the decision-making process of the talents’ flow in higher institutions, the author proposes two kinds of models for the talents’ flow. They are the partial balanced model and the general balanced model. Meanwhile, the author discusses their practical applications to talents’ flow in higher institutions.
