Zusammenfassung

Das bisher dargestellte internationale System muß nunmehr um die Abhängigkeitsstrukturen zwischen den westlichen Zentren und der Mehrzahl der Länder der Dritten Welt erweitert werden. Lateinamerikas, Afrikas und Asiens nationale Ökonomien sind in erheblichem Maße — seit deren kolonialistischer und imperialistischer Durchdringung — in den weiteren ökonomischen Bereich der Metropolen einbezogen. Im Sinne solcher Unterordnung wurden sie der internationalen Arbeitsteilung unterworfen. Diese arbeitsteilige Eingliederung in das kapitalistische Weltwirtschaftssystem schuf die Abhängigkeitsstrukturen, welche die unterentwickelten Regionen der Kontinente des Südens — von wenigen Ländern abgesehen — heute kennzeichnen.1 So erscheint Unterentwicklung als „ein integraler Bestandteil des historischen Prozesses des internationalen Systems“, sind „Unterentwicklung und Entwicklung daher nur die zwei Seiten eines gemeinsamen, universellen Prozesses“.2
