Entwicklungstendenzen personenbezogener Sozialer Dienstleistungen in England und Deutschland

Zusammenfassung

Nach den Wahlerfolgen der europäischen Sozialdemokratie in den neunziger Jahren mangelte es nicht nur in Deutschland an Signalen des Aufbruchs. Im Aufwind dieser Erfolge wurde um neue politische Konzepte gerungen. Aus den sozialen Herausforderungen am Ende des Jahrtausends ergaben sich für die Modernisierer allerdings keine einfachen Schlussfolgerungen. 1999 umrissen Tony Blair und Gerhard Schröder ihre Vorstellungen zur künftigen Rolle von Staat und Politik in einem Papier (Blair-Schröder Papier 1999), das in Deutschland quer durch alle politischen Lager umstritten blieb und das auch innerhalb der deutschen Sozialdemokratie alles andere als Konsens hervorrief. Die heftige Kritik an den im Blair-Schröder Papier vertretenen Positionen veranlasste die Grundwertekommission beim Parteivorstand der SPD zu einer differenzierteren Reflexion über die eingeschlagenen Modernisierungswege sozialdemokratisch orientierter Regierungen in Europa (Grundwertekommission 1999). Die Wogen, die das Papier der beiden Regierungschefs verursachte, mögen sich inzwischen geglättet haben. Die darin vertretenen Thesen bieten für die vergleichende Sozialpolitikforschung aber nach wie vor eine anregende Diskussionsgrundlage.
